POLITICAS CULTURALES EN EL FIN DE SIGLO:

ESTADO Y SOCIEDAD CIVIL EN TIEMPO DE

GLOBALIZACIÓN Y DE INTEGRACION REGIONAL

En este año 2001, el último del Programa, se evaluarán los proyectos que específicamente tengan que ver con los siguientes puntos:

1°) Proyectos relativos a las políticas culturales del Estado, Instituciones Culturales, ya sea nacionales o municipales (museos, canales de televisión, "casas de cultura" o centros culturales, etc.), que actuaron durante la dictadura en el Uruguay; o las políticas culturales del Estado a nivel nacional o municipal, durante el período de la posdictadura, también en Uruguay.

2°) Proyectos que analicen los "hard data" que los actores políticos tienen en cuenta, en tiempos de integración regional y globalización, en el momento de llevar a cabo sus decisiones.

3°) Proyectos que estudien las políticas o/y las acciones culturales de organizaciones comunitarias, y del Estado nacional, en tiempos de integración regional o de globalización, apuntando a la recuperación del pasado y también a la construcción del futuro, por ejemplo, movimientos o acciones tendientes a recuperar las "memorias locales" o la "solidaridad social", así como proyectos de Políticas Culturales referidos al futuro del Estado Nación, y de organizaciones provenientes de la Sociedad Civil, especialmente aquellas orientadas a la juventud.

4°) Proyectos que investiguen los debates acerca de monumentos, demostraciones y actos conmemorativos relativos a "detenidos/desaparecidos", durante la Dictadura en distintos países del Mercosur. (Los proyectos que incluyan más de un país en su estudio tendrán preferencia). Estos proyectos deberán considerar la relación entre el Estado y la sociedad Civil, y su articulación con el nuevo papel de los Derechos Humanos a nivel internacional.

Los concursos anuales incluyen dos categorías: becas "junior" y becas "senior", tanto para el primer semestre (abril-julio) como para el segundo (agosto-diciembre). En ambos casos, se considerará la relevancia y calidad del plan de trabajo (que no debe exceder las cinco páginas). Asimismo, se deberá enviar un curriculum vitae resumido (no más de cuatro páginas).

Cultural Policies at the End of the Century: State and Civil Society in a Time of Regional Integration and Globalization

The Centro de Estudios Interdisciplinarios Latinoamericanos (CEIL) is an interdisciplinary research center focused on Latin America and is hosting the present project as a continuation of its current research. The project, "Cultural Policies at the End of the Century: State and Civil Society in a Time of Regional Integration and Globalization", is addressed to scholars at the senior and junior level from Latin America, the United States, Canada and Europe, whose research interests are related to studies of postdictatorship societies and cultural policies in the context of regional integration and globalization. Projects offering a comparative analysis of Uruguay with other Latin American countries - especially those of MERCOSUR - or with the United States, Canada or Europe are strongly encouraged to apply.

The 2001 -2002 period -the last year of the Program, call for research projects is focus on the following four topics:

1 - Projects related to the Cultural Policies of State Cultural Institutions at National or Municipal level (Museums, TV stations, "Houses or cultural centers" -"casas de cultura"-, etc.), during Dictatorship in Uruguay or to the State Cultural Policies of the National and Municipal level during the Post-Dictatorship period also in Uruguay.

2 - Projects analyzing the "hard data" that policymakers take into account in times of regional integration and globalization at the moment of their decision making;

3 - Projects analyzing the Cultural Policies or Cultural Actions of community organizations and National State in times of regional integration or globalization aiming both the recuperation of past and the construction of future; id est., movements or actions tending to recuperate "local memories" or "social solidarity" as well as projects referred to Cultural policies regarding the future of Nation State and organizations coming out of Civil Society; specially those oriented to young people.

4 - Projects considering the debates on monuments, demonstrations and commemorations referred to "detained/disappeared" person during Dictatorships in different countries of the Mercosur. (Projects considered more than one country will be prefered). This projects should consider the relation between the State and civil society and its articulation with the new international (global) role of Human Rights.

Applications will be considered on a yearly basis either for the first semester (April - July) or for the second (August - December). Scholars in the Humanities, social sciences or fields related to the program topics with strong interests in multidisciplinary cultural studies can apply.
